Did you try hammering them? Lump hammer placed on one side of the rivet, then hit the opposite side of the rivet with another hammer. It works more often than not, but if not try Loctite Marine Adhesive and sealant. Wire brush or sand the area until shiny, and wipe with rubbing alcohol and allow to dry before applying.

PS, once you open the tube of Loctite Marine it begins to harden, within 24 hours it's unusable. Squeeze the tube in the store before buying, to make sure it's still soft inside! HD carries it.

I used Flex Seal in a spray can on the rivets both inside & outside seem to work.

Yeah i use JB Weld inside an out of a bad rivet. You must prep the area with Wire brush or grit paper. Then clean with rubbing alcohol. Ill go back a few days later an hit it with a small container of truck bed liner ill do the whole hull or area where its leaking.

Definitely try to peen them some more with a hammer.  Hard object on one side, hit with a hammer on the other.  Also, 3M 4200 or 5200 are both marine sealants.  5200 is used to adhere boat decks to hulls.  Comes in a small toothpaste like tube.  Home depot carries it.  Check the dry time on each.  They take a while to fully cure but it remains flexible and does not come off.
