All persons on any vessel (this includes motor boats, sailboats, kayaks, canoes, or rowboats) less than 21 feet, must wear a life jacket from November 1 to May 1 when underway.

Yup, i got that ticket once, when i walked into the court house with 5 life jackets and was like i know ignorance is not an excuse, but i thought all i needed was a floating seat cushion.  The judge literally said ok i see you have a PFD, next time where it.  No fine nor a court charge, i think the judge was like wtf is the D.E.P doing filling my court with this stuff

the safety/boating certificate is all ready in effect for younger people .... not sure of the age brackets but older people have a few more years I think .....

That agrees with my reading of the kill switch document posted above. It only affects boats which are already equipped with the safety switch and does not require a retrofit to older boats. Basically they require new boats to be built with the switch and it requires that boaters who have it to actually use the device.
