Mail's affect on pistol permit coupons

It looks like the COVID related policy of mailing forms to add a pistol to a permit, and the mailing of forms back and forth between the pistol permit bureau and the courts, is being slowed way down by the mail service. Process wise, a call is made to the pistol permit bureau to request a form. The form is mailed to the requester. The requester mails it back to the bureau. The bureau mails it to the court. The court mails it to the bureau. The bureau mails it to the requester.  From dates on documents and information from an informant the time from when the judge signed the forms to the requester receiving the coupon took 4 1/2 weeks. The very last step, the time from when the coupon left the bureau to the time it reached the requester took 7 days alone... (If it was for me I could walk there and back in a hour and a half and the requester is about the same distance away). There was no indication the court or bureau was sitting on it for an unreasonable amount of time.

The postal service is clearly in trouble... I use the USPS Informed Delivery system and it will show what mail is coming to my house. I'll go 2 to 4 days at a time with no mail delivery and then get items that Informed Delivery showed as on the way 1-5 days prior.  The combined COVID related protocols and postal service problems are an unfortunate combination. I long for the days of walking in with a receipt and walking out with a coupon!

My amendment paperwork has been sitting on the judges desk for SEVEN WEEKS as of today.  Here's a response when I asked about it last week.  Apparently Judge Rounds is painfully slow in signing amendments.

Unfortunately we have not seen anything come back from Judge Rounds. We're hoping to get paperwork back soon. Once your paperwork comes back we will give you a call and at that time you will be given the option to have your gun card mailed out or pick it up in our lobby.
