The thing is people everywhere know they can cheat and steal, and the courts are going to give them a slap on the wrist, so there is no deterrent. Now, if the guys he cheated at the walleye tournament put him in intensive care, then maybe other guys would think twice before cheating. And now this same guy was caught poaching deer? So revoke his hunting/fishing privileges nationwide, for life, take all his guns and fishing gear, and make it illegal for him to possess either.
