carryting handgun on reservoir property during fishing season

I have heard the DEP police are harassing fisherman who carry a handgun while fishing. They state its city property. My permit says ny city. NOT ulster county sullivan or Delaware. I have never had a issue during hunting season while carrying my gun. Why are they now causing a issue during fishing season.
