Question about firearm transportation

My son just took his hunter safety class this weekend and the instructor said that
part of Gov Houchul's new safe act law requires a locked case when transporting a rifle or shotgun.

I tried calling 855-GUN-LAWS but no one answers the phone .

Can anyone confirm this is part of the new law.

it doesn't answer the question at all. It does not clarify shotgun or rifle and reads as if it is only talking about handguns. This is not written clearly enough and leaves room for interpretation in which if one interprets incorrectly can be fined etc. which is done on purpose! Unless I am misreading it, which very well is possible lol.

Safe Storage( is this only talking about handguns?)

Effective September 1, 2022, if you leave your gun unattended in a vehicle, it must be unloaded and locked in a fire, impact, and tamper resistant storage depository that is hidden from view. Glove compartments and glove boxes are not appropriate safe storage depositories(guessing this part is only talking about handguns since a shotgun or rifle would not fit in a glove box/compartment obviously). A plastic or aluminum, lockable, hard-sided, gun case or safe will suffice for this purpose. (< Wondering if they are saying my shotgun, rifle, muzzleloader have to be in a plastic or aluminum, lockable, hard-sided gun case or safe or if as always long guns just have to be in a gun case in which a soft soft case is sufficient?)

If an adult remains with the vehicle to ensure security, a case or safe is not required. To prevent theft and ensure safety, it is always recommended that firearms be secured during transport.   Local rules for traveling with firearms also apply and may be more restrictive. For example, New York City requires that all guns be unloaded, in a case, and out of sight, even when you are with the vehicle (Penal Law § 265.45).

Common sense tells you a locked gun case no matter what it is made of if not bolted down is in no way any more secure than in a regular soft case and once stolen (which is against the law already) can be opened with time and effort.

Most of this law still needs clarification. For example, what exactly constitutes 'fire resistant'? certainly a plastic case will burn, but a plastic case is OK. Also, a case or safe inside a vehicle that is not secured to the vehicle does not prevent a miscreant from taking the entire case. This is what happens when the administration rushes a law through in a panic.
