Question about firearm transportation

My son just took his hunter safety class this weekend and the instructor said that
part of Gov Houchul's new safe act law requires a locked case when transporting a rifle or shotgun.

I tried calling 855-GUN-LAWS but no one answers the phone .

Can anyone confirm this is part of the new law.
