I tried a few of the places I got .22 ammo from in the past (when I lived in NJ) and none would ship to NY unless it went to an FFL.  I ended up having it shipped to a friend in NJ, and she brought it up for me on her next trip north.
If you have a good rapport with a local shop, see how much they want to receive the shipment for you.  Some places will be quite cooperative for good customers.

budsgunshop.com
rogerssportinggoods.com
targetsportsusa.com

All three will ship ammo to your door in NY, no FFL required. I primarily order from Buds (great prices, great service) but a few weeks ago I ordered a case of duck ammunition from Rogers.

I ordered a case of duck ammo from rogers last year and they made me use a FFL, did something change?

The case I ordered from Rogers a few weeks ago showed up at my door. Rogers made no mention of requiring an FFL and clearly it was not needed.
