Peak Hunting License sales was 1974 or 1975 depending on the source. Peak Duck Stamp Sales was around the same time - 1972, when 2,412,651 were sold. I do not have information about sales after 2018; but that latest year 1,518.690 Duck Stamps were sold. There were 893,961 more Duck Stamps sold during 1972 than 2018.In fact, most of the years between 1946 and 1980 there was over 2 million Duck Stamps sold; and since then sales have been drastically less, with no year hitting the 2 million mark.

In 1974 (when stamp sales were doing well) there were two actions to broaden and diversify the paying public. The American Bird Association was allowed to sell the duck stamp to it's constituency (bird watchers). The title of the Duck Stamp was changed to include the word "conservation" instead of only referencing 'hunting". Later, a law was passed that allowed for up to $1 million to promote the Duck Stamp. Despite these initiatives, clearly aimed at non-hunters, the sale of Duck Stamps followed the sales of hunting licenses. In other words, sales still dropped in spite of these measures...

The only data I can find that documented Duck Stamp sales to non-hunters was records from the ABA indicating that in 2005 or as of 2005 (unclear) they had sold only $17,000 worth of stamps. For context; since 1935, the Duck Stamp has generated over 700 million dollars. As indicated earlier, almost every year between 1946 and 1980, sales exceeded two million stamps (not dollars, stamps). Despite the initiatives to cast a wider net in 1974 and afterward, Duck Stamp sales followed hunting license sales downward.
Furthermore, sales still dropped despite that only 5 of the 85 Duck Stamps printed depicted America's Hunting Heritage or contained a hunting element.
